The Antelope Valley Water Plan (AVWP) builds on the Los Angeles County Water Plan (CWP) to further explore the unique characteristics and needs of the Antelope Valley and expand upon Integrated Regional Water Management (IRWM) collaborations with and by the Antelope Valley water management entities.
The AVWP supports regional collaboration to develop projects and actions eligible for implementation and funding through existing mechanisms such as the Antelope Valley IRWM Program and Los Angeles CWP. The AVWP’s focal areas address gaps and define how Antelope Valley’s needs connect with Los Angeles CWP, the Antelope Valley IRWM, and other regional efforts.
AVWP Board Motion
On December 5, 2023, the Los Angeles County Board of Supervisors adopted the Los Angeles CWP, and later advanced a motion to develop the AVWP. The Board motion established the AVWP as a planning document that “will provide comprehensive framework for sustainable water management in the region”. This includes nurturing long-term water supply reliability for current and future growth, supporting small water systems, enhancing partnerships between agencies, improving collaboration, and identifying infrastructure needs.
Get Involved with Our Planning Process
The AVWP will explore opportunities to enhance coordination with the County, support water and economic growth, support small rural water systems, and protect groundwater basin water quality. These planning topics were identified following conversations with stakeholders in the Antelope Valley, in both one-on-one interactions and in workgroup settings, input from Los Angeles CWP listening sessions and interviews, conservations with County staff, and review of planning documents for the region. These topics align with Los Angeles CWP’s Regional Supply Reliability, Groundwater Management and Quality, and Small At-Risk System Resilience and Drinking Water Equity focal areas, emphasizing the specific needs within the Antelope Valley.

Outcomes from these discussions are expected to result in actions that can be implemented via the Los Angeles CWP, and projects that can be incorporated into the appropriate planning documents serving the region, such as the Antelope Valley IRWM Plan.
